Sana.SanaBusinessException: Cannot load payment configuration from the configuration file.

Symptoms:
Customers are able to browse the catalog but cannot submit orders.
After ordersubmit an error similar to this is logged:
Order submit for user {USERID} failed. Order could not be saved, check if data for basket {GUID} is valid. Redirected user to failure page. The following exception was thrown: Sana.SanaBusinessException: Cannot load payment configuration from the configuration file. Verify that the configuration is valid and the sanaCommerce/payment-configuration node is found in the configuration. Atleast 1 payment service should be configured. Payment was aborted. 

Cause:
The current configuration requires the logged in customer to pay online, while no PSP add-on has been installed.

Solution:
For B2C a PSP add-on package should be installed
For B2B customers disable pre-payments in the Backoffice configuration or install a PSP add-on. (Only since Sana Commerce 8.1)
